Local authorities share the collective national ambition with central government and its partners to tackle the housing crisis in their local areas. This can only be achieved with strong national and local leadership. The lifting of the HRA borrowing cap will go some way towards allowing councils to invest in new and existing housing but what else do house builders, placeshapers, local and central government need to do to create lasting partnerships and deliver vibrant, sustainable places to live.
